In the spring of 2014, Pleasants Construction (PCI) took a major step forward by acquiring the former RF Kline Co., inheriting its Asphalt Manufacturing Plant and Quality Control Operations. Recognizing the outstanding reputation of this division, PCI’s management made a strategic decision—to uphold and build upon this legacy of excellence. That decision has paid off, as our plant team remains one of the most experienced and respected in the industry, setting us apart from the competition.
A Team Built on Experience and Respect
Experience is the foundation of our success. Nearly half of our 17-member Plant and Quality Control (QC) team has more than 20 years of experience, with some boasting an incredible 50 years in the industry. Asphalt manufacturing is not something you can simply learn from a textbook or an online course. Many of our team members have worked their way up, starting as laborers and progressing to leadership roles. This hands-on experience fosters a deep sense of respect and camaraderie, as employees understand firsthand the challenges and responsibilities of each role.

Our Asphalt Plant operates with the capacity to run 24 hours a day, 7 days a week. Sustaining this level of production requires meticulous maintenance and forward-thinking strategies. To prevent unexpected breakdowns, we implement a rigorous maintenance schedule that addresses potential issues before they escalate. When problems do arise, having the right parts on hand and a detailed reference system ensures minimal downtime and keeps operations running smoothly.

Success in asphalt manufacturing is a collective effort, requiring dedication from every role—from Yard Laborers to Loader and Plant Operators. Once the manufacturing process is optimized, our quality control (QC) team takes the lead in innovating environmentally friendly and cost-effective asphalt mix designs.
Pushing Boundaries with Sustainable Solutions
Our QC team is always seeking new ways to improve efficiency without compromising quality. In recent years, we have worked closely with agencies to incorporate sustainable materials such as higher volumes of RAP (reclaimed asphalt pavement), ground rubber, and mixes produced at lower temperatures. We have explored the use of aggregates from quarries up to 30 miles away—enhancing quality while keeping costs stable for our customers.
